TRENTON — Gov. Chris Christie has signed legislation to put on the November ballot a question about whether to borrow $750 million for the state’s colleges and universities. Perhaps the vote should be directly tied to whether the state’s schools clean up their act.

The $750 million, incidentally, is not related to the merger of Rowan University and Rutgers-Camden. It was never made clear how much that will cost or where the money is coming from.

But Kean University would be involved. It is the state’s third largest with 16,000 students and a never-healing black eye, which has turned into a major public relations problem no one seems to know how to fix.
