Even by Trenton standards, Monday’s hearing on the promising plan to reshape higher education was an embarrassment. No one was able to answer the most basic question: How much would it cost?

And yet, the plan is up for a vote in the full Senate tomorrow. This is not how government should work. A plan hatched behind closed doors is rushing to the finish line, a perfect way to risk an expensive mistake.

Our hope is the Senate votes no. And we say that with regret because the basic idea behind this plan is sound. It could turn Rutgers University into a powerhouse and set the stage for an overdue revamping of the state’s struggling public higher education system.
