In February, the university’s trustees voted 7-4 to allow him to keep his job after an internal investigation.
The document, obtained by The Star-Ledger, is now being circulated around campus before a final version is submitted to the Middle States Commission on Higher Education Sept. 1, campus officials said.

The commission plans to send an inspection team to the Union Township campus to help decide whether Kean gets to keep its accreditation.
